「2025 新世紀 AI 應用法律研討會」於民國 114 年 12 月 29 日假國立政治大學公企中心圓滿結束，本場研討會由臺灣大學人工智慧研究中心（AINTU）、政治大學科技管理與智慧財產研究所及台灣資訊智慧財產權協會共同主辦，串聯政府機關、學研界與產業界，聚焦 AI技術快速發展下的法律制度與治理課題。

本次研討會以「AI法律」為主軸，從國家治理、監理制度、智慧財產權、個資與隱私保護，到 AI 治理與國際規範等面向，剖析 AI 如何重塑現行法秩序與政策工具。在國際情勢與科技變革推動下，使傳統法律概念與歸責制度面臨挑戰，各國陸續從監管體系、產業政策、智慧財產、資料治理與倫理規範等面向提出新的 AI 政策佈局。

在此關乎國家主權、產業經濟、社會秩序之重要議題下，本次研討會非常榮幸邀請司法院代理院長謝銘洋大法官、國立政治大學陳樹衡副校長、邀請數位發展部侯宜秀政務次長、經濟部智慧財產局廖承威局長、人工智慧科技基金會詹婷怡董事長、台灣資訊智慧財產權協會陳家駿理事長等貴賓蒞臨致詞。

研討會之議程則同時兼具「制度與實務」及「本土與國際」。上午場次由來自政府機關、學研界與產業界的專家，先從「國家主權AI」與「人工智慧基本法」切入，分析國家政策與 AI 基本法之法制因應，協助與會者掌握國家層級的 AI 治理方向。接續的專題演講與論壇，則鎖定 AI 的最新智慧財產權議題，透過具體案例解析生成式 AI （GAI）對著作權、專利、商標與營業秘密的衝擊與風險，討論如何在保護創作、鼓勵創新與維護市場秩序之間取得平衡。

下午的議程將焦點轉向 AI 個資與隱私保護，以及 AI 科技治理實務，邀集學研界與產業界專家，探討 AI 治理與可解釋人工智慧的全球發展趨勢及其與國際經貿秩序的連動關係。此外，亦將從歐盟 AI Act 出發，探討 AI 管制與監理沙盒機制，思考我國在法制設計與政策工具上的可借鏡之處，為未來修法與監理政策提供參考。

對於政治大學而言，本次研討會不僅是專業知識的交流平台，更是實踐大學社會責任、推動公共討論的重要場域。期盼透過本次研討會能增加 AI 治理議題的能見度，在制度設計、政策建議與實務指引上提出具前瞻性的洞見。本校亦將結合法律、商管、科技、人文社會等跨院系力量，培養兼具法政素養、科技理解與治理視野的新世代專業人才，為我國 AI 產業與相關法制發展注入能量。
